The Risk Assessment Framework

Before assessing your project, you must understand how municipal departments weigh information. In the bureaucracy, not all "truth" is equal. We categorize evidence into four tiers of truth based on its legal binding power.

Tier 1 (GOLD STANDARD): The Certificate of Occupancy (CO) and Zoning Verification Letter. These are the legal documents you need to obtain in order to protect your investment.

Tier 2 (SILVER): Approved & Stamped Site Plans. This shows what the city intended to allow. Great for checking if someone made unapproved changes later.

Tier 3 (BRONZE): A Written Statement from an Official. Helpful, but it's not a permit. A new director or administrator can change their mind or overrule a clerk; a recorded document can't.

Tier 4 (RISK/GAMBLE): Verbal Assurance from a Clerk. ZERO legal standing. If you're building your strategy on "The clerk told me it should be fine," you're gambling. Don't do it! Getting an incorrect verbal “green light” is one of the primary reasons businesses fail before they start.
